As a project owner using the web UI, I want a rebuild and restart button, so that I can deploy changes without terminal access.
## Acceptance Criteria

- [ ] Shows confirmation dialog before triggering rebuild
- [ ] Triggers the rebuild_and_restart MCP tool
- [ ] Shows build progress or status indicator
- [ ] Handles reconnection after server restarts
